Unfortunately, The National Weather Service is About to Make a Big Mistake

Here is the crux of the matter: Very few of the people in the highest levels of the National Weather Service have been field forecasters with their daily reputations on the line. To them, it is about the quality of the physics and measures such as "root mean square at 500 millibars" which mean little to consumers of weather information.
Thus, they see it as a step up because it has better physics even though the quality of its forecasts are a clear step backward.
I strongly recommend the NWS postpone the roll-out until they do the (already planned for 2020) upgrade that is in the works and then do thorough testing.
